Procurement Opportunity: Market Assessment and Intervention Strategy Design for the Extension of the EELA Program to the MENA Region

UNIDO invites proposals to identify investment opportunities, priority sectors and implementation pathways for energy efficiency market transformation in the MENA region.

UNIDO has launched a new call for proposals under the EELA Regional Project to undertake a comprehensive market assessment and intervention strategy design for the potential extension of EELA to the MENA region. The selected contractor will work closely with UNIDO and the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) to assess market opportunities, identify investment priorities, and develop a scalable regional programme framework.

Building on the success of EELA across sub-Saharan Africa, the preparatory component aims to assess enabling conditions for energy efficiency market transformation, identifying priority sectors and investment opportunities, developing a pipeline of high-impact interventions, and designing a future implementation programme at both regional and country levels.

The assignment will examine energy efficiency market systems across the region, with particular attention to appliances and industrial systems, while also reviewing policy and regulatory frameworks, including Minimum Energy Performance Standards (MEPS), energy labelling schemes, and market verification and enforcement mechanisms. It will further assess institutional capacities, stakeholder ecosystems, financing landscapes, and investment conditions for scaling energy efficiency interventions.

The geographical scope covers all RCREEE Member States, with detailed country analyses focusing on Algeria, Egypt, Libya, Morocco and Tunisia. Sectoral assessments will cover water and wastewater services, agro-processing, and textiles and garments, alongside broader market and policy analyses.

Why Is This Important?

Expanding the EELA approach to the MENA region could help identify new opportunities for regional cooperation, accelerate the adoption of energy-efficient technologies, strengthen enabling policy environments, and unlock investment opportunities across key sectors. By bringing together governments, regional institutions, private-sector actors and development partners, the assignment will lay the foundations for a future programme designed to scale energy efficiency interventions across the region.

The work will also contribute to broader objectives around sustainable industrial development, climate change mitigation, improved energy access, and institutional capacity strengthening, while supporting future country-level interventions in priority markets.
